Alan Fogarty will look at the existing energy consumptions of schools, the introduction of the ESFA targets for PSBP schools and how they have performed. The ESFA Baseline Specification formed the basis for the design and new targets for Welsh Governments MIM procurement of schools and colleges. Within the Welsh Government’s specification, the principles of Design for Performance have been imbedded to ensure that schools meet the energy targets set at the design stage. Future proofing against climate change is an important aspect as excessive overheating in naturally ventilated schools could results in increased energy demand as a result of mechanical cooling. The measures being considered to design schools to be able to deliver a good educational environment under warmer weather conditions will be discussed.
Peter Hazzard will review lessons learned from BSF and PSBP schemes, the current ESFA specifications and technical annexes and how these are working out. In particular there are some key areas in terms of energy and comfort which the current standards do not fully address; the poor performance of the BMS to manage energy and the poor user interfaces for the school user, and how these could both be improved; the relaxation of thermal comfort standards and the subsequent omission of cross-ventilation, thermal mass, and other passive thermal comfort measures; and the lack of post occupancy performance evaluation, analysis, and ‘full circle’ feedback into the standards. The measures and actions being taken in the proposed ACR’s to address these issues will be discussed.
